Palin's town used to bill victims for their own rape exams while Palin was the mayor: USA Today, Sept. 11, 2008 -- according to the article, Wasilla, Alaska had the highest rape rate in the country in 2000. According to the article, FBI statistics showed 497 rapes in Wasilla that year. When the Alaska State Legislature found out that Wasilla was billing victims for their own criminal complaints during Palin's tenure, they passed a bill outlawing the practice.
